§ 2-111. Rule-making authority.

  • (a)

    Administrative boards shall have the power to promulgate reasonable and necessary rules and regulations for their internal operation or the exercise of their duties or powers.

    (b)

    As used in this section, "rule" and "regulation" means any administrative board statement of general applicability and future effect that implements, interprets, or prescribes law or policy, or describes the organization, procedure, or practice of any agency.
