§ 2-74. Appointment; membership; terms.

  • (a)

    All administrative board members shall be appointed by the county judge. Such appointments shall require confirmation by the quorum court.

    (b)

    An administrative board shall contain five (5) members. Where a reorganized board or commission shall contain more than five (5) members when reorganized, the number shall be reduced by normal attrition and the end of terms or appointment to five (5). Vacancies, as defined in Arkansas Statutes section 17-3609, in boards shall not be filled until the number is reduced to five (5).

    (c)

    The term of any administrative board member shall be for a period of five (5) years. Positions shall be numbered one (1) through five (5), and appointments shall be to a position. Except where provided by ordinance, the initial appointment to a board shall designate positions as follows: position one (1) for a one (1) year term; position two (2) for a two (2) year term; position three (3) for a three (3) year term; position four (4) to a four (4) year term; position five (5) to a five (5) year term.

    (d)

    No board member shall be appointed for more than two (2) consecutive terms. Appointment to a position to fill an unexpired term shall be deemed one full term under this subsection.

    (e)

    The quorum court may prescribe by ordinance additional qualifications for appointment to a county administrative board.

    (f)

    All board members appointed to an administrative board shall within ten (10) days from the date of appointment subscribe to the oath of office. Evidence of oath of office shall be filed with the county clerk. Failure to do so shall be deemed to constitute a rejection of the office and the county judge shall appoint a board member to fill the vacancy.

    (g)

    All terms shall begin on July first and shall end on June thirtieth of the year of termination.
