§ 2-378. Board of directors, membership, terms of office.

  • (a)

    The district shall be governed by a board of directors consisting of exactly seven (7) members. One (1) member shall be the county judge or county judge's designee. Any incorporated municipality contained entirely within the borders of Pulaski County may join by the passage of an ordinance by their governing body expressing the desire of the municipality to join the Pulaski County Energy Improvement District and delivery of said ordinance to the county judge.

    • Upon passage of such an ordinance, one (1) member shall be the mayor of that municipality or that Mayor's designee and shall be entitled to a seat on the board of directors thirty (30) days after the passage of said ordinance and acceptance by county judge.

    (b)

    The remaining members of the board of directors shall be comprised of qualified candidates having background, experience, and expertise in at least one (1) of the following areas:

    • Municipal finance, banking, and/or commercial lending;

    • Real estate development and commercial construction;

    • Legal services;

    • Architecture and/or professional engineering; and

    • The advanced energy industry, including energy efficiency or "green building" contracting and consultation.

    (c)

    The remaining members shall be qualified electors of the district nominated by the county judge, following consultation of all members of the board of directors, and confirmed by the Pulaski County Quorum Court. The quorum court shall give due consideration to candidates with connections to or relations with local utility companies, lending or bonding institutions and relevant trade and economic development groups and associations. The remaining members shall serve two (2) year terms.
