It is the declared and acknowledged intention of Pulaski County to provide a collection
and disposal system for residents within the boundaries of Pulaski County and outside
the corporate limits of any municipality for the disposition of said solid waste in
approved state license permitted sanitary landfills, and to bill and collect such
fees for this service, as set forth in this article, and consistent with all applicable
federal, state and Regional Recycling and Waste Reduction District statues, rules,
and regulations, including, but not limited to, the Arkansas Water and Air Pollution
Control Act, A.C.A. § 8-4-101 et seq., the Arkansas Solid Waste Management Act, A.C.A.
§ 8-6-201 et seq., the Regional Solid Waste Management Districts and Boards Act, A.C.A.
§ 8-6-701 et seq. and the Arkansas Pollution Control and Ecology Commission Regulations,
22.201 et seq.
