The General Assembly of the State of Arkansas passed Act 1984 of 2005, amended by
Act 250 of 2007, which empowers counties to order the owners of real property to abate,
remove or eliminate unsightly and unsanitary conditions from their property. Pursuant
to the authority and provisions of Amendment 55 of the Arkansas Constitution, and
the powers granted Pulaski County by Act 250 of 2007, codified at Arkansas Code Annotated
§ 14-14-813, Pulaski County has the authority to regulate unsightly and unsanitary
conditions within the unincorporated areas of the county, consistent with and comparable
to the powers granted cities under A.C.A. § 14-54-901.
