Before any person dealing in precious metals, whether licensed or unlicensed, shall
purchase items of precious metals from minors, he shall ascertain the name and address
of the minor, the name and telephone number of the minor's parents and how the minor
obtained the property; and he shall report such offers of sale, or his purchase of
such property, to the parents of such minors, and to the county sheriff's department.
