§ 2-288. Additional authority.

  • The board is hereby additionally authorized and empowered:

    (1)

    As a body politic and corporate, to have perpetual succession and to adopt bylaws, not in conflict with this article or Act 879 of 1981, as it may from time to time be amended, for the regulations of its affairs and the conduct of its business;

    (2)

    To maintain an office at such place or places in Pulaski County, Arkansas, as the board may designate, from time to time;

    (3)

    To sue and be sued in its own name;

    (4)

    To employ and pay compensation to such employees and agents, including attorneys, consulting engineers, architects, surveyors, accountants, financial experts, and others as it may in its judgment find necessary for the accomplishment of the purposes and objectives for which it has been created and to fix their compensation; except that the following may be retained only upon public proposals and awards made after bidders have been given reasonable time to respond:

    (a)

    Bond underwriter;

    (b)

    Bond attorney;

    (c)

    General counsel;

    (d)

    Custodial and/or trustee bank;

    (5)

    To do any and all other acts and things to accomplish the projects for which it is authorized by this ordinance and all other acts and things authorized or required by Act 879 of 1981, as it may from time to time be amended, except as may be specifically limited herein and any and all other things necessary or convenient to accomplish the purposes for which the board has been created.
